We should not have things like City Councils or State Senates in the Khilafah, but tribal meetings.[] Reverts are free to marry into any tribe they wish, inn shaa Allah.

At the time of Sahaba,Tabei and Tabe-Tabei the muslims were the most revived nation of the world.And they carry the Islam to the rest of the world and showed the mankind the way to come out from the darkness to light.This was due to the single factor.And that was the strength of the Islamic Aqeeedah which muslims of the first generation embracced with the heart and mind.So the Aqedah was the driving force behind the Dawah, Jihad,discoveries and all the contributions made by the muslims.

However, when the infiltration of Greek,Persian and Indian philosophies begun in the minds of some muslims then they were severely affected by this thoughts and tried to find answrs in Islam which were posted by these foreign philosophies.Thus, the decline started for the first time.But fortunately, at that point of time many Ulama of Salaf were present and fought with this thoughts.As a result, Muslims succeed to maintain their appropriate position in the world.In fact, they were the leading nation for over the next thousand of year.

But, it is told that, from the middle of the twelfth century A.H that means eighteenth century C.E muslims started to decline horribly though some muslims tried to prevent the decline but they failed.So, the several question arises from considering this situation.

First, What are the factors behind this decline condition?

Second, though some people tried to prevent the decline but why they failed?

Third, though decline first occured in the early islamic period(Though they were minimized) when the translation of Greeek philosophy was carried out

All the elements of this organisation chart are based on the sunnah of the Prophet صلى الله عليه وسلم when he ruled Medina.

The Prophet صلى الله عليه وسلم appointed two Wazirs (Delegated Assistants) who were Abu Bakr and Umar. When Abu Bakr was the Caliph he appointed Umar as his Wazir. These appointments caused no problems.

The reason Assistants are needed is because the Caliph cannot run the state on his own. Its correct that because the Assistants are very powerful we should limit their number but they will be needed.

The counterbalances to the Assistants are the Caliph himself, the Mazalim court and the Majlis ul-Ummah who can all account and remove the Assistants.

We don't need to get so reactionary about this bro; your refutation comes across like that. Many modernists/reformists and even some misguided Ikhwani brothers have these sorts of views.

The Hizb is an intellectual party who's ideology is Islam. The Tanzimat period was a period of decline as mentioned by Shaykh Taqi in Dawla, and as other have mentioned, that's not what we want to recreate. On the other hand, some brothers do over romanticise the Uthmani Khilafah. The khilafah collapsed because it gave up the correct method of carrying the message of Islam (through dawah and jihad).

The research paper is mostly correct on the historical points, but the underlying premise is weak. However, the wording and clever use of language makes the weak points sound plausible.

The refutation is on the aim and conclusion of the paper not the historical points which are generally correct. The paragraph I quoted from HT on the Tanzimat reforms is a summary of what the author mentions and there isn't a difference on the facts but on the interpretation of this period.

not out of insincerity but many are now calling for the Reestablishment of the Islamic state, and many have begun to think Turkey is islamic and a bridge state between the khilafah and our current models to be acceptable, under the guise of The Tanzimat. I've just finished reading both the paper and your refutation.

I actually agree with many of the points the author makes around the tanzimat period. What I don't agree with is his claim that HT and others are wanting to create a similar type of state.

The problem with your refutation is that it actually doesn't address any of his claims. You criticise the foreword (which refutations aren't supposed to) and you criticise the authors conclusion. Not adequate in my opinion.

The other point is why bother writing a refutation? it only gives more publicity to these sorts of papers which otherwise would have been forgotten about in a few days or so...

This is a cleverly written but ultimately flawed research paper for the following reasons:

1) Ottoman State in the 18-19th century is not the ideal Islamic state we are working towards.

2) We have learnt from the mistakes that were made during the period covered in the paper; even usury (riba) was allowed in that period - doesn't mean we will follow that.

3) Although the Ottomans made mistakes in areas of permissibility (in adoption) the structure of a state still existed so it was still a Khilafah.

The detailed research in the paper is not worth considering if the above points are ignored. We are happy to face these sorts of academic/intellectual challenges and we will counter thought with thought!

The question of whether the Ottoman State was legally a Khilafah or not is a separate issue to what the author is discussing. Legally from sharia it was an Islamic State.

The author clearly defines his aim in the paper:

Modern Arabic and Classical Arabic share the same syntax. In fact, unlike Latin etc, it is still a living language. The whole world doesn't speak English :p

AK, in a well written post, tells us something about Caliphate. But, as he states, the issues between secular, republican democracy and a Caliphate were not addressed. The key question must be whether a system based on Sariah law can exist in a democracy? Is an "Islamic Republic" an oxymoron?
